This unique Public-Private Partnership (P3) delivered the project using private financing coordinated through a Public Housing Finance Corporation managed by the City of Pharr. At the end of the lease term, the City of Pharr will own the real estate asset. Broaddus Construction utilized a fast-track phased completion approach with a total duration of 15 months for this 317,000 SF, 288-unit residential complex.
